The Lower threshold for number of subscribers .
If a bWagSubHighThresholdReached event has
been generated , and the value number of subscribers
falls below the value of bWagSubLowThreshold, then a
bWagSubLowThresholdReached event will be generated.  No more
bWagSubLowThresholdReached events will be generated
until the  value for number of subscribers becomes equal to or greater
than the value of bWagSubHighThreshold.
