The maximum incoming rate in kilobits/second. Note
that setting fsMplsTunnelInMaxRate,
fsMplsTunnelInMeanRate, and
fsMplsTunnelInMaxBurstSize to 0 indicates best-
effort treatment.
This object is copied to an instance of
mplsTSpecMaxRate in mplsTSpecTable the index of
which is copied into the corresponding
mplsInSegmentTSpecIndex.
Value to be placed in the Peak Data Rate field in the TSPEC
object.
