column Bits 
Indicates which portions of configuration were last received from a
peer controller. The combination of configurations are denoted by doing
'AND' of the values.BIT zero is ignored.
              
Ex: Value 9 specifies only bit 2 and 5 are set, So it denotes
    channelPowerConfig and globalConfig received
