This MIB controls the maximum background downstream traffic rate that the CM can be passing and still run the NPM tests. The traffic rate is determined by monitoring the ifXTable ifHCInOctet count on the downstream interface of the modem every 1 second. Sampling is run for 5 seconds before attempting to run an NPM test. If the observed downstream traffic rate exceeds this value, then the NPM test is not allowed to run. No results will be available for this instance of the test, and the corresponding results MIB will indicate this.
