This value is used by BMC algorithm to select the best master clock. This is used as a tiebreaker when the BMC fails to order the clock using ptpClockPriority1, ptpClockClass, ptpClockAccuracy and ptpClockOffsetScaledLogVariance. Lower values take precedence.
