Configures the maximum rate (kbps) - a high water mark beyond which pause frames will be generated to flow control the ingress traffic. This value should be set to 0 if no pause frame generation is required. In chipsets that does not support seperate rate configuration for pause frame generation, this object's value will take effect on the interface ingress speed.
