Maximum frame size supported by ECFM is 9K,
following is the calculation for the maximum size of test-tlv supported
by ECFM :

4 bytes - Transaction-Id
1 byte - End Tlv
4 bytes - Data Tlv Over Head
9000 - 31 = 8969 bytes
