The Local Confederation Identification number of 
the AS confederation, a value of zero indicates the 
absence of this value. The object fsbgp4LocalAs must be
configured prior to configuring this object.
If already set (to non-zero value), this value must be 
reset to zero (represets absence of confed) before 
reconfiguring confed id.
