The value of aluZonePlcyConfigRowStatus specifies the 
row status.  It allows entries to be created and deleted in the 
aluZonePlcyConfigTable.  aluZonePlcyConfigRowStatus
does not support createAndWait. The status can only be active 
or notInService.
