that the tunnel peer has acknowledged for the
payload channel. The flow control state can be
determined by subtracting the alL2tpStatsSessionSendSeq
from alL2tpStatsSessionSendSeqAck and comparing this
value to l2tpSesssionStatsCurrentRemoteRWS.
