The tmnxVRtrDHCP6LseStateOverride notifications is
generated when an existing DHCP6 lease state can be
overridden by a new lease state.
This is allowed if the new lease state has the same IP
address but a different client id or mac address.
This is not allowed if the new lease state has the same IP
address but a different prefix length.
