attempt to allocate separate fabric planes to allocate high bandwidth
multicast traffic taps.
tmnxMDAHiBwMcastGroup must be set in the same SNMP request PDU with
tmnxMDAHiBwMcastSource or an 'inconsistentValue' error will be
returned.
