Per port Subcarrier Masking. In big endian order, each bit
represents a tone from 0 to 511 in the downstream direction. Writing a 1 to a given bit
location enables a tone. Writing a 0 disables a tone.
Ex. Writing 0xff50 alone will enable tones 0-7,9, and 11 and disable tones 8,10, and 12-15.
The remaining tones are implied to be enabled since they were not included in the
write operation.
