Upstream channel transfer function (HLOG) per sub-carrier number. The HLOG
ranges from -96.3 to +6.0 dB with 0.1 dB steps. A special value of
-963 indicates that no measurement could be done for the
subcarrier because it is out of the passband or that the noise
PSD is out of range to be represented.
