Enable or Disable the testing of the alarm relays.  When disabled the
Alarm Relays are activated/deactivated based on system alarms.  When
enabled the Alarm relays can be controlled with
adGenTA8xxToggleCriticalRelay, adGenTA8xxToggleMajorRelay, and
adGenTA8xxToggleMinorRelay.
