This object is used to create, delete or
modify a row in this table.  To create
a new VPL Oam, this object is initially set
to 'createAndWait' or 'createAndGo'.
The rowstatus will be set to NotReady until
the VPL exist or until the VPL is used by a Vpcc or
if the CSM OAM ID is set to all 6A.
The rowstatus will be set to NotInService if
the Vpcc is NotInService.
To start an OAM Request session, the rowstatus
must be set to active.
