Setting this value to true enables transmission of Inverse ARP
requests by this frame relay PVC.   If the encapsulation protocol
is not ipv4, this oid has no effect.  Note that if InARP request
transmissions are disabled and an InARP request is received from
the peer, a InARP response will be transmitted if appropriate.
