This object defines an administrative lower-threshold value for
hwNqaReactCheckedElement.
The value of hwNqaReactThresholdLowerLimit should be equal or less
than the value of hwNqaReactThresholdUpperLimit.
The value of this object is zero if hwNqaReactCheckedElement is
specified as 'jitterpacketloss' and 'probefailure'.
