6 most significant bits of the TOS value that will be SET to
the [oaQoSTOSvalue] and [oaQoSPermTOSvalue] Objects only
after Reset Device procedure if before that User creates
'Save whole QoS feature Configuration' command -
[oaQoSSaveMode]=(2).
Note, that 2 least significant bits of
the TOS value are not in Use.
