Ingress data rate limit for priority 0 frames. Priority 0 frames
are discarded after the ingress rate selected is reached or
exceeded. The data rate is calculated according the following
formula:
              
bitrate = 8/(32x10e-9 * DIV)
              
where DIV is the value of this leaf.
              
if DIV = 1    then bitrate is 250Mbit/s
if DIV = 4095 then bitrate is  61Kbit/s
              
The value 0 means no limit.
