foreign as well as local SA Cache entries.  Foreign SA Cache
entries from this table will have corresponding entries in

VOSS: this table is deprecated and a new table 
 rcMsdpSACacheRecordsTable has been definied with 
 a new Index definition to fix mib walk error because
 of OID not in an increasing order
