interfaces. Each time a new entry is made here, a corresponding
entries are made in the ifTable and biboAdmDeviceTable.

entries to this table.
          
Creating entries: Entries are created by the system
each time a new XOT interface is created in the 
xotIfTable.
          
Deleting entries: Entries are removed by the system
when the corresponding XOT interface is removed.
